There are diffrent "the best" factions, depending on the mission and the map. Here I gonna rank them as the game provides them (without OP artifacts) Always good (imo) is NECROPOLIS, because the skeleton farming (has a pretty weak 7th unit, compared to other dragons). I've won HoMM 1 with all factions except just the witches (or sorceresses). Anyhow, this map is a slow map where you have plenty of time to build up, and the enemy won't come to you. You don't need to restart the campaign, but it sounds like it may be a good idea to restart the scenario.
Burning with anger, the ArchDevil hits the Archangel for 150% damage. You can check this pretty easily through the map editor. Just find a town of the faction you're interested in, open its properties, and check out what spells are flagged as able to appear in the Mage's guild.
